Il est défini comme «la représentation graphique et l’assemblage sur un plan de toutes les parcelles cadastrales plan du territoire belge ». Une parcelle cadastrale plan, telle que définie dans l'article 2 de l'Arrêté Royal du 30 juillet 2018, est une partie du territoire belge, géographiquement délimitée et identifiée par l’Administration Générale de la Documentation Patrimoniale sur le plan parcellaire cadastral, qui correspond à la superficie au sol d’une ou plusieurs parcelles cadastrales patrimoniales (bien immobilier tel que mentionné à l’article 472 du Code des impôts sur les revenus 1992 dans le chef duquel le revenu cadastral est fixé). Ce jeu de données correspond à la situation légale définie au 1er janvier de l'année de référence. Il est composé de treize classes géométriques et d'une classe sans géométrie. La première classe reprend les parcelles cadastrales plan présentes dans l'unité administrative correspondante. Het wordt gedefinieerd als "de grafische voorstelling en verzameling op een plan van alle kadastrale planpercelen van het Belgische grondgebied". Unter Katasterplan – Stand 1. Januar versteht man ein Datenpaket des Katasterplans aus der Katasterdatenbank CadGIS. Der Katasterplan ist ein Element der Vermögensdokumentation. Er wird als „eine graphische Darstellung und die Zusammenfügung auf einem Lageplan aller zweidimensionalen Katasterparzellen des belgischen Staatsgebietes“ definiert. Eine zweidimensionale Katasterparzelle wie in Artikel 2 des Königlichen Erlasses vom 30. Juli 2018 definiert ist ein geografisch abgegrenzter und von der Generalverwaltung Vermögensdokumentation auf dem Katasterplan identifizierter Teil des belgischen Staatsgebietes, der der Grundfläche einer oder mehrerer vermögensrechtlicher Katasterparzellen entspricht (unbewegliches Gut wie in Artikel 472 des Einkommensteuergesetzbuches 1992 erwähnt, für das das Katastereinkommen festgelegt wird). Er wird zudem durch Verbesserungsvorschläge auf Initiative der Vermögensdokumentation aktualisiert, wie in Artikel 5 bis 8 des Königlichen Erlasses vom 30. Juli 2018 beschrieben. Der Katasterplan ist ein Datenpaket des geographischen Informationssystems der Vermögensdokumentation und besteht hauptsächlich aus folgenden Datenschichten: die unbeweglichen Güter: zweidimensionale Katasterparzellen (Grenzsteine), Gebäude sowie gewisse Konstruktionen für Material und Ausrüstung; die Straßennamen, Adressen, Flurnamen; die Gebiete der Flurbereinigung und der Ent- und Bewässerungsgenossenschaften; die Verwaltungs- und Katastergrenzen.
